針對(duì)加州非法移民日益泛濫，而加州執(zhí)法當(dāng)局輕忽其事，最近，特朗普總統(tǒng)調(diào)集了國(guó)民警衛(wèi)隊(duì)來(lái)加州“加強(qiáng)執(zhí)法”，導(dǎo)致聯(lián)邦政府和加州地方政府出現(xiàn)對(duì)峙。上上周五，加州“服務(wù)雇員國(guó)際聯(lián)盟”（Service Employees International Union 以下簡(jiǎn)稱SEIU）的主席David Huerta在ICE(U.S. Immigration and Customs Enforcement，即美國(guó)移民和海關(guān)執(zhí)法局)拘留中心門口被抓，又讓對(duì)峙升級(jí)。逮捕Huerta的過(guò)程充滿了肢體沖突（At one point in the chaotic scene, officers push Huerta and others to clear a path for an ICE vehicle. Huerta resists, then stumbles, falls, and appears to hit his head on a curb… He was reportedly pepper-sprayed, handcuffed, and taken to a hospital before being moved to the Metropolitan Detention Center.）前來(lái)聚集的民眾喊了許多草泥馬。隨后，在繳納了五萬(wàn)美金的保釋金后，Huerta被保釋。

這里就來(lái)說(shuō)說(shuō)這個(gè)號(hào)稱擁有75萬(wàn)成員的工會(huì)組織SEIU，這可是個(gè)了不得的工會(huì)，這么說(shuō)吧，加州的各級(jí)政府雇員基本都是這個(gè)工會(huì)的成員。難怪州長(zhǎng)紐森第一時(shí)間就出來(lái)為他站臺(tái)說(shuō)Huerta “is a respected leader, patriot and advocate for working people. No one should ever be harmed for witnessing government action.” 洛杉磯市長(zhǎng)也忙不迭應(yīng)聲，去年敗選總統(tǒng)之戰(zhàn)的Kamala Harris也出來(lái)嗆聲，說(shuō)特朗普是在“散布恐怖和分裂”（spread panic and division）。隨后，基本上所有工會(huì)組織都力挺Huerta。一時(shí)間，特朗普再度千夫所指。而Huerta成了保護(hù)那些貧窮、抱團(tuán)取暖渴望自由的人們可憐人的依傍（the poor, the huddled masses yearning to breathe free.）

那么，這一情況的另一面是怎么樣呢？根據(jù)《紐約時(shí)報(bào)》的調(diào)查，在加州以及美國(guó)其他很多州，移民，不管是合法的還是非法的，已經(jīng)壟斷了勞動(dòng)力市場(chǎng)，尤其是服務(wù)業(yè)（the Times observed. “In California and many other parts of the country, immigrants — documented and undocumented — dominate the work force, especially in the service sector.）2018年，美國(guó)最高法院在Janus v. AFSCME一案中裁定，公共部門工會(huì)（union in public sector ）強(qiáng)制非會(huì)員雇員繳納“代理費(fèi)”（Agency Fees）違憲，從那時(shí)起，SEIU的成員數(shù)量幾乎腰斬，成員減半，工會(huì)費(fèi)同時(shí)銳減，于是SEIU就把目光放在了非法移民上，試圖招攬非法移民來(lái)重新充實(shí)腰包。在Huerta以及聲援他的呼聲中的那些所謂hard-working people，是不區(qū)分合法還是非法移民的。而SEIU，事實(shí)上成了縱容非法移民的幫兇，他們向非法移民收工會(huì)費(fèi)，作為報(bào)答，他們?yōu)檫@些移民提供工作機(jī)會(huì)，甚至在打擊非法移民的執(zhí)法中，充當(dāng)這些非法移民的保護(hù)傘。

SEIU的另一手是，支持像Kamala Harris這樣的政客，2015年她還是加州總檢察長(zhǎng)的時(shí)候，就與SEIU聲氣相通，來(lái)自后者的支持把她送入了美國(guó)參議院。在這一眾人的眼里，非法移民事實(shí)上是合法的，端看你從哪個(gè)角度看（illegal immigration is really quite legal if looked at properly.）

2018年1月加州通過(guò)了AB 450，即“移民工人保護(hù)法”（Immigrant Worker Protection Act）中，取消了合法和非法移民的區(qū)別！在這一法案中，甚至要求雇主在面對(duì)ICE執(zhí)法時(shí)，給予員工24小時(shí)的提前通知。用人話翻譯一下就是，在警方出警前24小時(shí)就告知嫌犯，警察要來(lái)了?。–alifornia companies give their employees “written notice within 24 hours of the employer receiving notice of immigration worksite enforcement actions” and send that same information to the state labor commissioner.）同時(shí)，除非獲取州政府的允許，否則雇主禁止查驗(yàn)雇員的公民證明，違者處25000美元罰款（ It prohibits employers from asking employees for proof of citizenship, unless they receive permission from the state. Failure to comply is punishable by civil penalties of up to $25,000 for each violation.）聽(tīng)聽(tīng)這一法案后面那些推動(dòng)力量的聲音吧，感受一下美國(guó)白左的道德射頻--“In the face of anti-immigrant attacks and white nationalist hate, California has again made its mark as the standard-bearer of the true American Dream, one based on opportunity, inclusion, and respect,” …“The passage of SB 54 sends a clear message to our immigrant family members, neighbors, and co-workers: we will do everything in our power to defend you. Going to work to put food on the table, dropping your children off at school, or taking them to the doctor should not put you at risk of having your family forever ripped apart. This is basic human decency, and it is sad that we must fight for it, but we are — and we will continue to do so.” 就這樣，加州把自己變成了一個(gè)庇護(hù)州（sanctuary state），庇護(hù)什么？昭然若揭。

SEIU的觸角四處蔓延，對(duì)于還沒(méi)有工會(huì)的企業(yè)，如快餐行業(yè)(fast-food industry)，SEIU不遺余力地向它們?nèi)龀龉?huì)網(wǎng)；對(duì)于任何來(lái)自聯(lián)邦政府要求打擊非法移民的舉措，它們都設(shè)法拆解，比如派出偵查員，一旦獲知ICE的活動(dòng)，就立刻發(fā)出警報(bào)；它們甚至對(duì)ICE成員進(jìn)行人肉搜索，公布他們的個(gè)人信息（activist had doxed ICE agents — publishing their personal information on flyers posted throughout Los Angeles.）

1994年的時(shí)候，加州本有法案禁止將政府公帑灑向非法移民，克林頓當(dāng)上總統(tǒng)后，這些法案黯然被廢。自此，加州開(kāi)始敞開(kāi)大門擁抱非法移民（Since then, California has opened wider the door to illegal immigrants）并為他們提供各種與合法移民相同的福利，包括Medicaid，以至于在今天，非法移民一詞都被改成了undocumented immigrant。

總結(jié)一下上述的關(guān)系鏈條，非法移民是工會(huì)發(fā)展的支柱，工會(huì)費(fèi)對(duì)民主黨控制一個(gè)州至關(guān)重要，一旦民主黨當(dāng)政，又反過(guò)來(lái)反哺工會(huì)和非法移民（Union dollars are essential to Democrats’ control of the state, and illegal immigration is central to union growth）。這就是為什么一個(gè)工會(huì)大佬的被捕會(huì)引發(fā)那么強(qiáng)的政治反響。
