清新的空氣、潔凈的水源、安全的土壤、寧靜的社區(qū)……這些不僅是宜居環(huán)境的要素，也是人民健康的基石。近年來，我國健康環(huán)境建設取得顯著成效，垃圾分類處理與資源循環(huán)利用逐步優(yōu)化，空氣污染防治不斷加強，環(huán)境衛(wèi)生突發(fā)事件應急能力持續(xù)提升。然而，全球氣候變化進一步加劇，帶來新問題、新挑戰(zhàn)，需要進一步實施健康環(huán)境促進行動，營造宜居綠色安全的健康環(huán)境。2025年8月5日，國家疾控局聯合多部門發(fā)布《健康中國行動—健康環(huán)境促進行動實施方案（2025—2030年）》，標志著在美麗中國建設中，我國以更優(yōu)環(huán)境護航全民健康邁出新步伐。

方案提出六大重點行動，包括居民環(huán)境健康素養(yǎng)提升行動、健康舒適居家環(huán)境促進行動、友好社區(qū)環(huán)境建設行動、健康場所推進行動、優(yōu)美生態(tài)環(huán)境建設行動、環(huán)境健康風險管理能力提升行動。具體舉措包括提高對極端天氣氣候事件的風險防范意識和能力，倡導“三減三健”，養(yǎng)成健康生活方式，完善社區(qū)垃圾分類管理，推進社區(qū)綠地、步道建設和維護，完善辦公環(huán)境衛(wèi)生基礎設施，改善工作及作業(yè)環(huán)境、設備設施，統(tǒng)籌產業(yè)結構調整、污染治理、生態(tài)保護和應對氣候變化，健全環(huán)境健康監(jiān)測調查、風險評估、預警發(fā)布和健康提示制度等。

方案不僅構建起“個人、社會、組織”治理全景圖，還確定了到2030年要達成的兩項結果性指標：居民飲用水水質達標情況持續(xù)改善；居民環(huán)境與健康素養(yǎng)水平達到25%及以上。

今后5年是美麗中國建設的重要時期，要深入貫徹新時代中國特色社會主義生態(tài)文明思想，堅持以人民為中心，牢固樹立和踐行綠水青山就是金山銀山的理念，把建設美麗中國擺在強國建設、民族復興的突出位置，推動城鄉(xiāng)人居環(huán)境明顯改善、美麗中國建設取得顯著成效，以高品質生態(tài)環(huán)境支撐高質量發(fā)展，加快推進人與自然和諧共生的現代化。

It is important to thoroughly implement the thought on socialist ecological civilization with Chinese characteristics for a new era, adhere to the people-centered principle, uphold and act on the idea that lucid waters and lush mountains are invaluable assets, and place the building of a Beautiful China in a prominent position of building a great modern socialist country in all respects and rejuvenating the nation. We should make remarkable achievements in promoting the significant improvement of urban and rural living environment and building a Beautiful China, support high-quality development with a high-quality ecological environment, and accelerate the advancement of modernization featuring harmony between humanity and nature.
