荷蘭安世否認放棄中國市場及停薪傳聞
荷蘭芯片制造商 Nexperia 與其中國子公司之間的緊張關(guān)系浮出水面,此前后者指責該公司歐洲總部切斷了中國工人的工資并剝奪了他們進入公司系統(tǒng)的權(quán)限,而 Nexperia 對此予以否認。
此事發(fā)生在荷蘭政府接管 Nexperia 不到一周后,理由是擔心其關(guān)鍵技術(shù)可能被轉(zhuǎn)移給其中國母公司聞泰科技。
據(jù)《日經(jīng)亞洲》看到的一封致客戶和合作伙伴的信函顯示,Nexperia 中國分公司周五告知其客戶和合作伙伴,其“已收到總部的通知,表示將不再支付我們的工資”,并且該部門對公司系統(tǒng)的訪問權(quán)限已被切斷。
Nexperia 歐洲總部向《日經(jīng)亞洲》表示,這些說法是錯誤的。

安世半導體于10月14日表示,北京方面本月早些時候已實施限制措施,禁止安世半導體中國及其分包商“出口在中國生產(chǎn)的特定成品零部件和子組件”。該公司表示,其“正在積極與中國當局接洽,爭取獲得這些限制的豁免,并已為此部署了所有可用資源”。
荷蘭政府周五還表示,正在與北京就取消出口管制進行談判。
聞泰科技曾是電子供應鏈中的后起之秀,也是蘋果和三星電子的主要供應商,但去年 12 月被列入美國貿(mào)易黑名單,華盛頓方面稱,該公司涉嫌幫助中國政府收購對國防和工業(yè)領(lǐng)域至關(guān)重要的敏感芯片制造企業(yè)。
根據(jù)在上海證券交易所提交的一份文件,聞泰科技已將其為蘋果和三星服務的大部分電子制造業(yè)務出售給了另一家蘋果主要供應商立訊精密。該交易已于10月基本完成。

Tensions between Dutch chipmaker Nexperia and its Chinese unit have surfaced after the latter accused the company's European headquarters of cutting off Chinese workers' salaries and access to company systems, accusations that Nexperia denies.
The development comes less than a week after the Dutch government took control of Nexperia, citing concerns about the possible transfer of critical technology to its Chinese parent company, Wingtech Technology.
In a letter to customers and partners seen by Nikkei Asia, Nexperia's China arm told its customers and partners on Friday that it had "received a notice from headquarters stating that our salaries will no longer be paid" and that the unit's access to company systems had been cut off.
Nexperia's European headquarters told Nikkei Asia that those claims were false.
"We have been made aware of this message circulated by individuals at Nexperia China entities, falsely claiming that Nexperia and the Dutch government have abandoned the Chinese market and that the factory is now operating independently under a new entity," the company wrote. "Furthermore, claims have been made that Nexperia has not been paying salaries to its employees. These statements are factually incorrect and misleading."
Nexperia said it has reported these claims to government authorities, adding that the company "remains committed to its employees and to its customers in China."
The saga began on Oct. 13, when the Dutch government announced it had taken control of Nexperia and suspended Executive Director and Chairman Zhang Xuezheng from his roles. The Dutch Ministry of Economic Affairs said its intervention was "exceptional" and was in reaction to "acute signals of serious administrative shortcomings and actions" at the company.
Nexperia said in a statement on Oct. 14 that it is "prohibited by the Dutch government from relocating company parts, firing existing executives and/or making other decisions without explicit permission from the Dutch government for a period of a year. ... The order is focused on ensuring business continuity. As such, Nexperia is positive that day-to-day operations can continue."
Nexperia does not make the most cutting-edge processor chips but it does produce some chips and components that are critical for the automotive industry and consumer electronics. The company was acquired by Wingtech in 2019.
Wingtech said in a statement that the move by the Dutch government "seriously violates the European Union's long-standing principles of a market economy," and strongly protested the "discriminatory" treatment of the Chinese-funded enterprise.
Nexperia said on Oct. 14 that Beijing had earlier this month imposed restrictions prohibiting Nexperia China and its subcontractors from "exporting specific finished components and sub-assemblies manufactured in China." The company said it is "actively engaging with the Chinese authorities to obtain an exemption from these restrictions and has deployed all available resources to that end."
The Dutch government also said on Friday that it is in talks with Beijing about removing the export controls.
Wingtech, once a rising star in the electronics supply chain and a key supplier to Apple and Samsung Electronics, was added to the U.S. trade blacklist last December, with Washington citing the company's alleged role in helping the Chinese government acquire entities with sensitive chipmaking capabilities critical to defense and industrial sectors.
According to a stock exchange filing made in Shanghai, Wingtech has since sold the majority of its electronics manufacturing business serving Apple and Samsung to Luxshare Precision Industry, another major Apple supplier. The transaction was largely completed in October.
