【主講嘉賓/Speaker】

拉克什·莫漢（Rakesh Mohan）是印度儲(chǔ)備銀行的前副行長(zhǎng)，現(xiàn)任印度頂級(jí)智庫(kù)Centre for Social and Economic Progress（CSEP）的名譽(yù)主席。他是印度及全球經(jīng)濟(jì)政策的權(quán)威專家，也是印度經(jīng)濟(jì)改革的核心設(shè)計(jì)者之一。莫漢擁有倫敦帝國(guó)學(xué)院的電氣工程學(xué)士、耶魯大學(xué)的文學(xué)士及普林斯頓大學(xué)的經(jīng)濟(jì)學(xué)博士學(xué)位。

莫漢曾擔(dān)任印度儲(chǔ)備銀行副行長(zhǎng)（2002–2004；2005–2009）、經(jīng)濟(jì)事務(wù)秘書(shū)（2004–2005）、財(cái)政部首席經(jīng)濟(jì)顧問(wèn)（2001–2002），以及國(guó)際貨幣基金組織執(zhí)行董事（2012–2015），代表印度、斯里蘭卡、孟加拉國(guó)和不丹。此外，莫漢還擔(dān)任國(guó)家交通發(fā)展政策委員會(huì)主席（2010–2014）和工業(yè)部經(jīng)濟(jì)顧問(wèn)（1988–1996），全程參與并推動(dòng)1991年的經(jīng)濟(jì)改革。目前他仍擔(dān)任印度總理經(jīng)濟(jì)顧問(wèn)委員會(huì)兼職成員及世界銀行行長(zhǎng)阿賈伊·班加經(jīng)濟(jì)顧問(wèn)小組成員。他獨(dú)著有《全球化經(jīng)濟(jì)中的貨幣政策：實(shí)踐者視角》（2009）和《金融穩(wěn)定下的增長(zhǎng)：新興市場(chǎng)的中央銀行》（牛津，2011）等五部作品，主編的《印度轉(zhuǎn)型：25年的經(jīng)濟(jì)改革》（企鵝/布魯金斯，2017/2018）被譽(yù)為理解印度改革里程碑的必讀指南。

Rakesh Mohan is President Emeritus and Distinguished Fellow of the Centre for Social and Economic Progress (CSEP), New Delhi, India, formerly Brookings India. Rakesh Mohan was Deputy Governor of the Reserve Bank of India from 2002 to 2004 and again from 2005 to 2009. He was closely associated with the Indian economic reforms process from the late 1980s onwards. He was Secretary of Economic Affairs and Chief Economic Adviser of the Indian Ministry of Finance. He was executive director at the International Monetary Fund in Washington, D.C., representing India, Sri Lanka, Bangladesh and Bhutan (2012-15).

Mohan has authored three books on urban economics and urban development and two books on monetary policy: ‘Monetary Policy in a Globalized Economy: A Practitioner's View’ (2009), and “Growth with Financial Stability: Central Banking in an Emerging Market” (Oxford University Press, 2011), and three other edited books on the Indian Economy. His most recent edited book is “India Transformed: 25 Years of Economic Reforms” (Penguin Random House, 2017; Brookings Press 2018). Mohan holds a B.Sc., ACGI in Electrical Engineering from Imperial College, University of London, a B.A. from Yale University, and an MA and Ph. D in Economics from Princeton University.

【講座摘要/Abstract】

本次講座將簡(jiǎn)要回顧自20世紀(jì)50年代以來(lái)印度經(jīng)濟(jì)的發(fā)展歷程，梳理各個(gè)階段經(jīng)濟(jì)政策的主要特點(diǎn)。講座將重點(diǎn)分析近期經(jīng)濟(jì)表現(xiàn)及相應(yīng)的宏觀經(jīng)濟(jì)政策，探討當(dāng)前印度經(jīng)濟(jì)轉(zhuǎn)型過(guò)程中面臨的突出問(wèn)題，并展示新經(jīng)濟(jì)體系建設(shè)中取得的積極成果。最后，講座將展望未來(lái)幾十年印度經(jīng)濟(jì)增長(zhǎng)所面臨的重大挑戰(zhàn)。

This lecture will briefly cover performance of the Indian economy since the 1950s along with a narration of the key features of different phases of economic policy over this whole period. It will focus on recent economic performance along with a description of the associated macroeconomic policies. While raising some issues that are currently seen as problems in India economic transformation, it will also illustrate the successes achieved in rolling out the new economy. It will conclude by outlining a broad overview of the challenges that need to be addressed to accelerate Indian economic growth over the next couple of decades.
