昨天（8月8 日）新加坡總理黃循財(cái)，在政府大廈前的大草場(chǎng)錄制國(guó)慶獻(xiàn)詞，副總理顏金勇宣讀了華語(yǔ)國(guó)慶獻(xiàn)詞。

各位同胞：

建國(guó)60周年

60年前，新加坡共和國(guó)誕生了。在建國(guó)總理李光耀先生宣讀的《新加坡獨(dú)立宣言》中，他說(shuō)，新加坡將永遠(yuǎn)是一個(gè)自主、民主與獨(dú)立的國(guó)家。

獨(dú)立并非我們的意愿。因?yàn)槲覀儧](méi)有成為獨(dú)立國(guó)家的先天條件。當(dāng)時(shí)，建國(guó)領(lǐng)袖和先輩們都堅(jiān)信，新加坡必須繼續(xù)留在馬來(lái)西亞。因?yàn)槲覀兊匦×Ρ?、面?duì)重重風(fēng)險(xiǎn)，實(shí)在難以獨(dú)立生存。

然而，形勢(shì)迫使我們獨(dú)立。所以我們建國(guó)只許成功，不許失敗。

回首一甲子的建國(guó)歷程，我們可以體會(huì)到，新加坡當(dāng)時(shí)的處境是多么岌岌可危。在許多關(guān)鍵時(shí)刻，我們都可能陷入更加兇險(xiǎn)的困境。但盡管道路坎坷，我們?nèi)匀豢炭鄪^斗，辛勤耕耘，建立了今天的家園。

新加坡建國(guó)60周年意義非凡。因?yàn)樵诮▏?guó)的道路上，幾乎無(wú)人看好，而我們不僅堅(jiān)持了下來(lái)，還取得亮眼的成績(jī)。

雖然我們多次擔(dān)心無(wú)法突破重圍，但我們從不退縮，克服了種族沖突、英軍撤退、經(jīng)濟(jì)危機(jī)、恐怖主義威脅和全球疫情等種種挑戰(zhàn)。

每一次挫折，我們都能夠振作起來(lái)，從中吸取經(jīng)驗(yàn)，以堅(jiān)定的意志，繼續(xù)前進(jìn)。

更重要的是，即使有強(qiáng)大的力量試圖分化我們，我們始終團(tuán)結(jié)一心。我們奮斗過(guò)，悲痛過(guò)，也磨練過(guò)。在這個(gè)過(guò)程中，我們建立了一個(gè)強(qiáng)盛、自由的國(guó)家；一個(gè)無(wú)論種族、言語(yǔ)或宗教，國(guó)人都能安居樂(lè)業(yè)的家園。

世界的變局

在新加坡60歲之際，我們又到了另一個(gè)分岔路口。

三個(gè)月前，我提到了世界的劇變。如今，情況更加嚴(yán)峻了。新的沖突不斷爆發(fā)。地緣政治的緊張局勢(shì)持續(xù)升溫，貿(mào)易限制正在加深，而保護(hù)主義情緒也日益惡化。

在過(guò)去數(shù)十年的發(fā)展道路上，我們所熟悉且依賴(lài)的全球秩序，正逐漸瓦解。 如今，我們必須應(yīng)對(duì)的是一個(gè)競(jìng)爭(zhēng)加劇，比以往更加動(dòng)蕩分裂的世界。

盡管前方的路布滿(mǎn)荊棘，但我們不會(huì)坐以待斃。我們會(huì)沉著應(yīng)對(duì)眼前的挑戰(zhàn)，并且用自己的方式和具體的行動(dòng)，來(lái)打造一個(gè)屬于我們的未來(lái)。

在最近的大選中，國(guó)人經(jīng)過(guò)深思熟慮，明確地選擇了大家認(rèn)為最有能力的團(tuán)隊(duì)，來(lái)帶領(lǐng)新加坡渡過(guò)動(dòng)蕩的局勢(shì)。感謝大家對(duì)我們團(tuán)隊(duì)的信任，讓我們有信心能夠果斷決策，堅(jiān)定前行。

這也正是我們目前努力的方向。

全球經(jīng)濟(jì)仍將面臨劇烈的挑戰(zhàn)。各地企業(yè)都在延后發(fā)展和投資計(jì)劃。

目前，我國(guó)經(jīng)濟(jì)展現(xiàn)出了韌性，但前景依然非常不明朗。

因此，政府成立了由副總理顏金勇領(lǐng)導(dǎo)的新加坡經(jīng)濟(jì)韌性小組。我們正在積極采取行動(dòng)，協(xié)助企業(yè)應(yīng)對(duì)當(dāng)前的挑戰(zhàn)，幫助國(guó)人穩(wěn)定就業(yè)，并繼續(xù)評(píng)估風(fēng)險(xiǎn)和制定策略，把握發(fā)展機(jī)遇。

但是，我們除了應(yīng)對(duì)眼前的挑戰(zhàn)，還要著眼未來(lái)，預(yù)測(cè)前方可能出現(xiàn)的變數(shù)。我們要未雨綢繆，隨機(jī)應(yīng)變。

其他國(guó)家已經(jīng)在采取行動(dòng)。他們擁有更多的資源、更大的人口，并且渴望取得成功。大國(guó)也會(huì)盡其所能，動(dòng)用手頭上所有的資源，不論是經(jīng)濟(jì)、科技還是地緣政治條件，來(lái)爭(zhēng)取對(duì)自己有利的形勢(shì)。這將讓像新加坡這樣的小國(guó)在競(jìng)爭(zhēng)中面臨更大的壓力，更難持續(xù)發(fā)展。

因此，我們必須調(diào)整經(jīng)濟(jì)策略，來(lái)鞏固我國(guó)的競(jìng)爭(zhēng)力、深化我們的優(yōu)勢(shì)，讓新加坡在這個(gè)劇變的世界中站穩(wěn)腳跟，取得成功。

新加坡必須出類(lèi)拔萃，才能保持領(lǐng)先的地位。我們要鞏固凝聚力、秉持堅(jiān)定的信念、并繼續(xù)追求卓越。我們要有更敏捷的反應(yīng)、更靈活的適應(yīng)力，也要更精明地求新求變。

這包括積極采納新科技，如人工智能和機(jī)器人技術(shù)等，并有效地運(yùn)用在經(jīng)濟(jì)的各層面。我們要協(xié)助國(guó)人、工友和企業(yè)充分利用這些技術(shù)，來(lái)加強(qiáng)我們的競(jìng)爭(zhēng)優(yōu)勢(shì)。 改革的步伐是迅速的，甚至?xí)屓藫?dān)憂(yōu)和難以適應(yīng)。我們將經(jīng)歷顛覆性的改變，不是每個(gè)人都能應(yīng)付自如。

不過(guò)，沒(méi)有人需要獨(dú)自面對(duì)這些挑戰(zhàn)。因?yàn)?，政府?huì)一如既往與您并肩同行。我們將為國(guó)人提供更多培訓(xùn)和提升的機(jī)會(huì)。我們也會(huì)加強(qiáng)社會(huì)安全網(wǎng)，幫助每一個(gè)遭遇挫折的國(guó)人重新站起來(lái)，自信地面對(duì)未來(lái)。

這也是我推出“新加坡攜手前進(jìn)”運(yùn)動(dòng)的初衷，來(lái)更新我們的社會(huì)契約，幫助每一個(gè)國(guó)人堅(jiān)定地向前邁進(jìn)。

我們已經(jīng)落實(shí)了新措施，如“技能創(chuàng)前程求職援助計(jì)劃”，來(lái)幫助失去工作的國(guó)人重新出發(fā)。接下來(lái)，政府會(huì)更努力地幫助低收入的工友和家庭，并且提供更多途徑，讓每一個(gè)國(guó)人，無(wú)論起點(diǎn)，都有出人頭地的機(jī)會(huì)。

在前進(jìn)的道路上，我們需要全國(guó)人民上下一心，共同努力。我們同社會(huì)團(tuán)體、企業(yè)、工會(huì)和許多的熱心人士攜手合作，制定解決方案、落實(shí)新點(diǎn)子，帶來(lái)切實(shí)的影響。

這種互愛(ài)互助、同甘共苦的精神至關(guān)重要。因?yàn)?，新加坡的未?lái)需要我們每一個(gè)人的實(shí)際行動(dòng)、同理心、相互扶持，來(lái)共同創(chuàng)造。

新加坡精神

而這一切的核心，正是我們的新加坡精神：全民一心，同負(fù)使命，并肩前行。

小國(guó)經(jīng)不起分裂。一直以來(lái)，新加坡憑借著國(guó)人的團(tuán)結(jié)力量，同舟共濟(jì)，排除萬(wàn)難。

盡管我們來(lái)自不同的族群、說(shuō)著不同的語(yǔ)言，也擁有不同的信仰，但聯(lián)結(jié)我們的，是一份更深厚的情感，是對(duì)彼此的承諾、對(duì)國(guó)家的忠誠(chéng)。

過(guò)去的60年，一路走來(lái)，我們秉持堅(jiān)定的信念。我們相信自己，相信彼此，相信新加坡的無(wú)限可能。也正是這樣的信念，推動(dòng)著我們一步一腳印地建設(shè)我們的家園。而隨著變化的步伐加快，世界局勢(shì)更加風(fēng)云莫測(cè)，這份團(tuán)結(jié)精神將更彌足珍貴。

我現(xiàn)在就在政府大廈前的大草場(chǎng)。這是新加坡歷史上一個(gè)意義非凡的地方。在1959年，當(dāng)新加坡成為自治邦后，尤索夫·伊薩先生（Mr Yusof Ishak）就是在這里宣誓為新加坡的第一任元首。在1966年，我們也是在這里舉行新加坡獨(dú)立后的首個(gè)國(guó)慶慶典。

在我們紀(jì)念建國(guó)60周年的時(shí)刻，除了要回首建國(guó)歷程，我們也要展望未來(lái)。為此，我們?cè)跒豕?jié)圖書(shū)館舉辦一個(gè)特展，邀請(qǐng)國(guó)人回顧過(guò)去，一同分享大家對(duì)新加坡未來(lái)的憧憬和期望。

目前，已有學(xué)生前來(lái)參觀(guān)。而在這個(gè)月底，公眾將能免費(fèi)參觀(guān)特展。

到時(shí)，你可以看到大家對(duì)未來(lái)的期許。在這里，這些夢(mèng)想?yún)R聚成國(guó)人對(duì)新加坡的愿景。

讓我們同心協(xié)力，在家庭、學(xué)校、社區(qū)內(nèi)盡一份力，攜手打造理想中的新加坡。

新加坡僅用了60年，從第三世界國(guó)家發(fā)展成為了第一世界國(guó)家。這靠的不是運(yùn)氣，而是我們永不言棄的意志和堅(jiān)韌的團(tuán)結(jié)精神。

My fellow Singaporeans

SG60

Sixty years ago, Singapore became “forever a sovereign democratic and independent nation,” as you just heard Mr Lee Kuan Yew declare in the Proclamation of Singapore.

We didn’t intend to become independent. We were not meant to exist as a country. Up to that fateful moment, the prevailing conviction – amongst our founding leaders and pioneer generation alike – was that Singapore had to be part of Malaysia. We were simply too small, too exposed, too vulnerable to stand on our own.

But circumstances forced our hand. We had to summon the resolve and will to survive as an independent nation.

Looking back, we can see just how precarious our position was. At many points, history could have easily taken a darker turn. Yet against all odds, we made it.

This is what makes SG60 so significant – not just that we endured, but that we prevailed and prospered when few believed we would even survive.

More than once, we ourselves feared we might not pull through. But we did not falter. We overcame every challenge – from racial strife and the British pullout, to economic crises, terrorism and global pandemics.

Each time, we picked ourselves up, learnt from our setbacks, and found the strength and will to carry on.

Above all, we stood together – even when powerful forces tried to pull us apart. Through trials, tears and tribulations, we built a nation – strong and free. We built a home for all – regardless of race, language or religion.

Changed World

Now at 60, Singapore stands at another fork in the road.

Three months ago, I spoke about a changed world. Since then, the situation has grown graver. New conflicts have broken out. Geopolitical tensions have deepened. Barriers to trade are hardening. And protectionist sentiments are worsening.

To put it bluntly: The global order that enabled Singapore to thrive for decades is unravelling before our eyes.

This is the world we must now navigate – one that is more contested, more fragmented and more volatile than before.

Difficult times lie ahead. But we are not going to throw up our hands in despair. We will overcome our new challenges. And we will do so in our own way. We will shape the future we want with our own actions.

In the recent General Election, Singaporeans made a considered and clear choice. You chose the team you believe can best steer Singapore through this turbulence. Your wisdom and trust give my government the political assurance to act boldly, and the confidence to lead with conviction.

And that is exactly what we are doing.

We expect the global economy to remain troubled for some time. Businesses everywhere are holding back on expansion and new investments.

So far, our economy has been resilient. But the outlook remains highly uncertain.

The Singapore Economic Resilience Taskforce, chaired by DPM Gan Kim Yong, has been hard at work – rolling out targeted measures to support businesses and help Singaporeans stay employed. The Taskforce will continue to assess the risks, identify new opportunities and prepare our firms and workers for what lies ahead.

But we must do more than respond to the immediate headwinds. We must also look ahead – anticipate what is on the horizon, and prepare to ride the next wave of change.

Other countries are not standing still. They have more resources, larger populations and are hungry to succeed. The bigger powers are also now more willing to use every tool at their disposal – economic, technological and geopolitical – to tilt the playing field in their favour. That will make it harder for small states like Singapore to hold our own.

We are therefore refreshing our economic strategy – to strengthen our competitiveness, deepen our capabilities, and secure our future in a very different world.

To stay ahead, Singapore must remain exceptional – in our cohesion, in our resolve, in our performance. We must move faster, adapt quicker and innovate smarter.

That means embracing new technologies like Artificial Intelligence and robotics – and applying them meaningfully across our economy. We must enable our people, workers and businesses to make full use of these tools, and sharpen our competitive edge.

The pace of change will be rapid and not always comfortable. There will be disruption. Not everyone will find the transition easy.

But no one will face these challenges alone. This Government will walk this journey with you – just as we have done for 60 years now. We will expand opportunities for learning and skills upgrading, strengthen social safety nets, and help every Singaporean who faces setbacks to bounce back and press on.

That is why I launched Forward Singapore – to refresh our social compact, and give every Singaporean the support and confidence to travel the road ahead.

We have already introduced new policies like the SkillsFuture Jobseeker Support Scheme – to help those who lose their jobs get back on their feet. We will do more to uplift lower-income workers and families, and create more pathways for every Singaporean to succeed, regardless of their starting point in life.

This is a shared effort, involving all in “Team Singapore”. We are partnering community groups, businesses, unions and many passionate individuals – all working together to shape solutions, put ideas into action, and make a difference on the ground.

This ethos of mutual support and shared responsibility is crucial. Because Singapore’s future must be built by all of us together – through our actions, our compassion, and our willingness to lift up one another.

Singapore Spirit

And at the heart of all this is our Singapore Spirit – our deep sense of solidarity and shared purpose.

As a small nation, we cannot afford to be divided. Our unity has always been our source of strength. When we stand together, there is nothing we cannot overcome.

We may come from different races, speak different languages, and hold different beliefs. But we are bound by something deeper: a shared commitment to one another, and to Singapore.

This is the faith that has sustained us these past 60 years: faith in ourselves, in one another, and in the promise of Singapore. It gave us the strength to build a nation from scratch. And this same spirit will be even more vital in the years ahead, as the pace of change quickens and the world becomes more uncertain.

I am speaking to you from the Padang, a place rich in history and meaning for Singapore. It was here in 1959 that our first Head of State, Encik Yusof Ishak, was inaugurated when Singapore became a self-governing state. It was here again in 1966 that we held our first National Day Parade as an independent nation.

As we mark SG60, we honour these memories. But we also look ahead, and that’s why we will be holding a special exhibition at the Orchard Library – to invite Singaporeans to reflect on our journey, and to share our hopes and dreams for our future.

The exhibition has started welcoming students. Later this month, it will open to the public.

In the exhibition, you will see a collection of ground-up aspirations and wishes – each one reflecting a vision of what Singapore can be.

Let us turn these dreams into reality, and bring our hopes to life – in our homes, in our schools, and in our communities.

In 60 years, we have gone from third world to first. Not through luck, but through sheer determination, resilience and unity.

Now, as we stand on the threshold of a new chapter, we must draw strength from our past, and press forward with confidence.

Together, we will secure a brighter future for ourselves, our children, and generations to come.
