7月29日下午，鄭州善豚救援隊(duì)隊(duì)員戚盛威下班途徑鄭州南三環(huán)和淮南街向東100m路北處，看到一個(gè)騎電動(dòng)自行車的路人躺倒在路邊。

作為應(yīng)急隊(duì)員，根據(jù)急救經(jīng)驗(yàn)和救援知識(shí)，戚盛威上前查看倒地路人意識(shí)是否清晰，經(jīng)過交流判斷，發(fā)現(xiàn)倒地路人不能說話，具體原因不詳。隨機(jī)撥打了110和120，直到倒地路人被急救車?yán)卟烹x開。
